Memory issue like use of your RAM or more important CPU issue with too many tasks cause RAM I can understand - it's not the first game with not the best PC resources usage. Map hole bug was reported since 2018 and still, it's not fixed. It's practically Steam issue due to digits in each modID which currently is 10 and if you have more than 93 mods with 10 digits Steam will reset it. Technically, the game doesn't have a mod limit.
